Its central message: commitments to responsible business conduct are spreading fast, but meaningful implementation \u2014 especially in supply chains \u2014 still lags well behind what companies pledge on paper.[1]\n<div class=\"rbv-stats\">\n<div class=\"rbv-stat\">\n<div class=\"rbv-num\">69%<\/div>\n<div class=\"rbv-label\">of large listed companies have a public commitment on responsible business conduct<\/div>\n<\/div>\n<div class=\"rbv-stat\">\n<div class=\"rbv-num\">36%<\/div>\n<div class=\"rbv-label\">have cross-cutting commitments spanning multiple topics<\/div>\n<\/div>\n<div class=\"rbv-stat\">\n<div class=\"rbv-num\">Under 20%<\/div>\n<div class=\"rbv-label\">report measures that actually address impacts<\/div>\n<\/div>\n<\/div>\n<h2>Half a century of the OECD framework for responsible business conduct<\/h2>\n<p>The report was released on the 50th anniversary of the MNE Guidelines \u2014 the leading international standard for how companies and investors should address their impacts on people, the environment and society.[1]\n<div class=\"rbv-timeline\">\n<div class=\"rbv-t-item\"><span class=\"rbv-t-date\">1976<\/span><\/p>\n<p>The OECD first issues the Guidelines for Multinational Enterprises (MNE Guidelines).<\/p>\n<\/div>\n<div class=\"rbv-t-item\"><span class=\"rbv-t-date\">2011<\/span><\/p>\n<p>A major update places risk-based due diligence at the centre of the Guidelines.<\/p>\n<\/div>\n<div class=\"rbv-t-item\"><span class=\"rbv-t-date\">2018<\/span><\/p>\n<p>The OECD issues the Due Diligence Guidance for Responsible Business Conduct \u2014 a six-step framework for companies.<\/p>\n<\/div>\n<div class=\"rbv-t-item\"><span class=\"rbv-t-date\">2023<\/span><\/p>\n<p>The MNE Guidelines are updated again, expanding coverage to climate and technology.<\/p>\n<\/div>\n<div class=\"rbv-t-item rbv-milestone\"><span class=\"rbv-t-date\">30\/06\/2026<\/span><\/p>\n<p><strong>Release of the OECD Responsible Business Outlook 2026<\/strong> \u2014 the first global assessment of responsible business conduct practice, marking the 50th anniversary of the MNE Guidelines.[1][2]\n<\/div>\n<\/div>\n<h2>Commitments are widespread \u2014 but concrete action still lags<\/h2>\n<p>Commitments related to anti-corruption and greenhouse gas emissions are most common, followed by forced labour, child labour and human rights. Less than half of large listed companies disclose commitments to freedom of association, and only a quarter to biodiversity.[1]\n<h3>Most notable points in the implementation gap<\/h3>\n<ul>\n<li><strong>Policies outpace action:<\/strong> companies report far more on policies and management systems (45% of all practices surveyed) than on measures that actually address impacts (less than 20%).[1]<\/li>\n<li><strong>Weak supplier risk evaluation:<\/strong> around 50% of companies have environmental\/social criteria for selecting suppliers, but fewer than 20% actually evaluate supplier risk against those criteria.[1]<\/li>\n<li><strong>Multi-tier supply chains lack transparency:<\/strong> about 70% of companies report social audit coverage of tier-1 suppliers, but only around 35% extend to tier-2\/3.[1]<\/li>\n<li><strong>Human rights is the weakest area:<\/strong> only 8% engage stakeholders on human rights, 17% have a formal grievance mechanism, and 10% commit to remedy for affected people.[1]<\/li>\n<\/ul>\n<h2>The biggest gap sits in the supply chain<\/h2>\n<p>Tier-2, tier-3 suppliers and beyond \u2014 where the greatest labour and environmental risks tend to be concentrated, especially in manufacturing and export economies\u00a0 \u2014 are precisely where buyers have the least visibility.[1]\n<table class=\"rbv-table\">\n<thead>\n<tr>\n<th>Due diligence indicator<\/th>\n<th>Share of companies reporting<\/th>\n<\/tr>\n<\/thead>\n<tbody>\n<tr>\n<td>Environmental\/social criteria for selecting suppliers<\/td>\n<td>~50%<\/td>\n<\/tr>\n<tr>\n<td>Evaluating supplier risk against those criteria<\/td>\n<td>Under 20%<\/td>\n<\/tr>\n<tr>\n<td>Training or collaborating with suppliers to improve<\/td>\n<td>25%<\/td>\n<\/tr>\n<tr>\n<td>Integrating social supply-chain policy into purchasing<\/td>\n<td>7%<\/td>\n<\/tr>\n<tr>\n<td>Disclosing health &amp; safety improvements in the supply chain<\/td>\n<td>Under 5%<\/td>\n<\/tr>\n<tr>\n<td>Audit coverage of tier-1 suppliers<\/td>\n<td>~70%<\/td>\n<\/tr>\n<tr>\n<td>Audit coverage of tier-2\/3 suppliers<\/td>\n<td>~35%<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<div class=\"rbv-highlight\">\n<h3>Why does this gap exist?<\/h3>\n<ul>\n<li>Companies lack visibility and leverage over suppliers further up the chain (tier-2, tier-3 and beyond).<\/li>\n<li>Barriers to collecting, verifying and sharing information, due to limited capacity as well as data protection, national security or on-the-ground access restrictions.<\/li>\n<li>Weak incentives: many social and environmental impacts are not yet treated as financially material risks by capital markets.<\/li>\n<li>Legal and reputational risk associated with disclosing granular detail on salient human rights issues discourages more transparent reporting.<\/li>\n<\/ul>\n<\/div>\n<h2>Governments are moving toward mandatory due diligence<\/h2>\n<p>Eighty-four per cent of OECD Member countries and 67% of countries adhering to the MNE Guidelines have introduced due diligence-related regulation, covering approximately 55% of global GDP. Since 2020, 67 of 186 trade and investment agreements (36%) signed by countries adhering to the MNE Guidelines include an RBC clause \u2014 73% signed with non-adhering countries. This is a trend Vietnamese exporters should track closely, as newer-generation FTAs increasingly tie sustainable development chapters to international due diligence standards.[1]\n<h2>What this means for manufacturing businesses in Vietnam<\/h2>\n<p>As multinational buyers are pushed to extend due diligence deeper into their supply chains to meet OECD expectations, EU regulation (such as EUFLR and CSDDD) and investor demands, manufacturing suppliers in Vietnam will increasingly be asked for concrete evidence of labour, environmental and supply-chain transparency practices \u2014 not just signed commitments. The &#8220;strong tier-1, weak tier-2\/3&#8221; gap the report identifies is also an opportunity for suppliers to proactively differentiate themselves.<\/p>\n<h3>Recommended actions for manufacturing businesses in Vietnam<\/h3>\n<div class=\"rbv-steps\">\n<div class=\"rbv-step\" style=\"display: flex;
