Sustainable Business Support Programme 2026–2030

On 25 May 2026, Deputy Prime Minister Nguyen Van Thang signed Decision No. 926/QĐ-TTg approving the Sustainable Business Support Programme 2026–2030 — a significant milestone in Vietnam’s green transition roadmap and a concrete opportunity for private enterprises to access state support on the path to sustainable growth.

Overall Objective: Responsible Growth

The Programme aims to support private sector businesses — including enterprises, business households, and cooperatives — to grow with higher quality and efficiency, balancing economic performance with social responsibility and environmental protection. It is a direct action to fulfill Vietnam’s commitments to the 17 Sustainable Development Goals (SDGs) by 2030 and Net Zero by 2050.

Three Priority Business Models

The Decision identifies three sustainable business models that will receive priority government support:

Circular Economy
Closed-loop production and consumption models that minimise waste and maximise resource reuse.

Inclusive Business
Models that create value for vulnerable communities and low-income groups across the supply chain and customer base.

3

ESG Framework
Adoption of Environmental, Social, and Governance standards into business strategy and operations.

Who Is Eligible?

Private sector enterprises, business households, and cooperatives will be considered for support if they meet one of the following criteria:

  • Hold a recognised green certification (national or international standard)
  • Are implementing a green project or one meeting circular economy criteria
  • Are registered social enterprises under Vietnamese law
  • Meet the sustainable business model assessment criteria under an ESG framework
  • Research institutes, universities, associations, or sustainability service providers supporting the ecosystem

Three Core Support Activities

  • Pillar 1 · Ecosystem Development

    Awareness-raising training and communications; building expert advisory networks; developing digital platforms to connect sustainable businesses; promoting green finance and preferential credit.

  • Pillar 2 · Direct Business Support

    Strategic consulting for sustainable transition; management and leadership training; support for digital transformation, AI, and technology adoption; trade promotion and international market linkages.

  • Pillar 3 · Management, Monitoring & Evaluation

    Building tracking and evaluation systems; ensuring transparent, targeted programme implementation and amplifying positive impact across the broader business community.
